The UI is pretty confusing, but if people generally don't have issues with using it, there's no need to put in the effort to explain it. Perhaps most people are familiar with how it works, because they used SAM in the past?

Alright, it's relocked now. After relocking it with SAR and starting up the game, I was immediately granted the achievement. After relocking it a second time with SAR, it now stays locked. Now all I have left to do is wait 5 years
